The Vatican has released a handbook for confused clergy that says they SHOULD contact authorities in cases of sexual abuse allegations. This handbook was rolled out and applauded as a major shift in the way the church handles sexual abuse.
The handbook however is not a legally-binding document. It provides suggestions – not MUSTS on what bishops should do if there are sexual assault allegations. For example – they SHOULD – not MUST – tell authorities or higher-ups.
Apparently they were not explicitly required to do this before despite being in charge of millions of children around the world.
